Social Security relief depends on income, and soon not on age

Rhode Island subtracts federally taxed Social Security benefits for filers under an income line indexed each year. For tax year 2025 that meant federal AGI under $107,000 single or $133,750 joint. Filers must also have reached full Social Security retirement age, a requirement the enacted FY2027 budget removes from tax year 2027.

Up to $50,000 of pension income, at full retirement age

From tax year 2025, a filer who has reached full Social Security retirement age and is under the same income line can subtract up to $50,000 of taxable pension and annuity income. The cap was $20,000 for 2023 and 2024. The test is a line, not a phase out, so withdrawal timing matters.

A millionaire surtax phases in from tax year 2027

Rhode Island's top rate is 5.99% for 2026. The enacted FY2027 budget adds a surtax on taxable income over $1,000,000 of 1% for 2027, 2% for 2028 and 3% from 2029, taking the top rate to 8.99%, with the line indexed from 2028. A Roth conversion, business sale or large gain in one year meets the higher rate.

Many summaries still say Rhode Island's Social Security break requires full retirement age. That holds through tax year 2026 and is removed from 2027; the pension modification keeps its age test. The income lines are indexed every year, so confirm the current figure for the year in question.
